A 16 x 16 grid of noise is computed from white-noise by multiplying the Fourier transform of each white-noise spatial frame by 1/f, where f is spatial frequency. The exponent, -1 here, can be varied. After the frequency-dependent scaling, each frame is re-scaled so that the amplitude of its maximum value is 1.
